Top Spending Customers by Country

The finance team wants to identify the top 3 customers by total transaction spending in each country. This will help them understand their most valuable customers per market. For each customer who is among the top 3 in total spending within their country, return their country, customer ID, full name, and total spent. If there are ties in spending, include all customers tied for the top 3. Order the results by home_country ascending, then by total_spent descending, then by customer_id ascending.
